New York has a "perfect storm" of factors: enough master-level players who are both willing and able to work with kids, at least one school bold enough to shoulder aside the pressures of NCLB and include chess as part of the everyday curriculum as well as to support a team more than one day a week, and enough outside funding to pay for it all.
